The Board of Commissioners of Public Utilities received an application from Newfoundland and Labrador Hydro requesting an Order: i) approving its 2018 Capital Budget in the amount of $206,172,600; ii) approving its capital purchases and construction projects in excess of $50,000 beginning in 2018; and iii) approving its estimated contributions in aid of construction in the amount of $300,000. The application may be viewed on the Board’s website (www.pub.nl.ca) and copies are available upon request to the Board Secretary. PUB Notice: NP 2016 GRA Notice of Application and Pre-Hearing Conference - October 31, 2015

On October 16, 2015 the Board of Commissioners of Public Utilities received a General Rate Application from Newfoundland Power Inc. for a full review of, among other things, its 2016 and 2017 costs to be recovered in customer rates. Newfoundland Power is requesting that the Board approve, among other things, an overall average increase in current electricity rates of 3.1% as of July 1, 2016.

PUB Media Advisory: Interim Report of the Public Utilities Board Available ~ May 16, 2014

The Board’s interim report with respect to its investigation and hearing into supply issues and power outages on the Island Interconnected system has been released.

The Board has today received the interim report of its consultants, The Liberty Consulting Group with respect to its investigation and hearing into supply issues and power outages on the Island Interconnected system. Liberty’s report is available on the Board’s website. (www.pub.nl.ca) The Board will issue its interim report on Thursday, May 15, 2014 which will address the power outage events, utility preparedness for 2014-2016, and the utilities’ response to the power outages and customer issues.

In January 2014 the Board commenced an investigation and hearing into the supply issues and power outages experienced on the Island Interconnected system in late December 2013 and early January 2014. The investigation is being undertaken in two phases: Phase One concerns the adequacy and reliability of supply on the Island Interconnected system up to the interconnection with Muskrat Falls; and Phase Two relates to adequacy and reliability of supply after Muskrat Falls interconnection.

PUB Press Release: Public Utilities Board Approves a Decrease in Rates for Customers of Newfoundland Power and Certain Customer Classes of Newfoundland and Labrador Hydro ~ June 14, 2013

The Board of Commissioners of Public Utilities today issued Order No. P.U. 23(2013) approving, effective July 1, 2013, an overall average decrease in Newfoundland Power customer rates of 3.1%.
The Board also today issued Order No. P.U. 24(2013) approving, effective July 1, 2013, an overall average decrease of 3.0% in rates for customers of Newfoundland and Labrador Hydro whose rates are based on Newfoundland Power's rates. Rates for Newfoundland and Labrador 1 Hydro's Island Interconnected customers and Isolated Rural customers will decrease but the rates for Labrador Interconnected customers will not be affected.

On March 30, 2012 the Board of Commissioners of Public Utilities (the “Board”) received a Cost of Capital Application (the “Application”) from Newfoundland Power Inc. (“Newfoundland Power”) requesting an Order of the Board:
i) approving a just and reasonable rate of return on average rate base for 2012;

PUB Media Release: Closure of Petroleum Pricing Office in Grand Falls-Windsor ~ November 29, 2011

The Board today advises that its Petroleum Pricing Office in Grand Falls-Windsor has been closed, effective immediately. Process improvements and technology have significantly impacted the way in which the Board carries out its responsibilities with respect to petroleum pricing regulation. After reviewing the impact of these changes the Board has determined that the continued operation of a separate stand-alone office in Grand Falls-Windsor is no longer justified.

PUB Notice: Board issued orders approving rates to be charged by Newfoundland Power Inc. and Newfoundland and Labrador Hydro as of July 1, 2011 ~ June 23, 2011

The Newfoundland and Labrador Board of Commissioners of Public Utilities (the “Board”) has issued Order No. P.U. 12(2011), approving an average increase in electricity rates of approximately 7.7% for Newfoundland Power’s residential and general service customers, effective July 1, 2011. The Board also issued Order No. P.U. 13(2011), which approves rate increases for Newfoundland and Labrador Hydro’s Island Interconnected customers and Isolated Rural customers (excluding government departments) to be effective July 1, 2011. Since these rates are based on Newfoundland Power’s rates, they are automatically adjusted as Newfoundland Power’s rates are changed.

PUB Notice: NLH Rates to Charge Island Industrial Customers ~ March 23, 2010

Island Industrial Customers’ rates were last set by the Board in Order No. P.U. 8(2007), effective for consumption on and after January 1, 2007. Since then the Board has issued Order Nos. P.U. 34(2007), P.U. 37(2008) and P.U.6 (2009) approving, among other things, the continuation of the rates, rules and regulations for the Island Industrial Customers on an interim basis.

The Board of Commissioners of Public Utilities today issued Order Nos. P.U. 46(2009) and P.U. 47(2009), as well as its Reasons for Decision in connection with Order No. P.U. 43(2009), approving final rates for Newfoundland Power and certain Newfoundland and Labrador Hydro customers. PUB Notice: NALCOR 2009 Water Management Application ~ November 18, 2009

On November 10, 2009 the Board of Commissioners of Public Utilities (the “Board”) received an application from Nalcor Energy (“Nalcor”) to establish the terms of a water management agreement with respect to the use of the Churchill River for the production of power.
The application has been made by Nalcor under section 5.5 of the Electrical Power Control Act, which requires that the Board establish terms of an agreement for the purpose of achieving the policy objective that all sources and facilities for the production, transmission and distribution of power in the province should be managed and operated in a manner that would result in the most efficient production, transmission and distribution of power. ~ View Documentation ~

PUB Press Release: Rate Decrease for Newfoundland Power customers and some customers of Newfoundland and Labrador Hydro ~ June 26, 2009

The Newfoundland and Labrador Board of Commissioners of Public Utilities (the “Board”) today issued Order No. P.U. 26(2009), approving an average decrease in electricity rates of approximately 6.6% for Newfoundland Power’s residential and general service customers, effective July 1, 2009. The Board also issued Order No. P.U. 27(2009), which approves rate decreases for Newfoundland and Labrador Hydro’s Island Interconnected customers and Isolated Rural customers (excluding government departments) to be effective July 1, 2009. Since these rates are based on Newfoundland Power’s rates, they are automatically adjusted as Newfoundland Power’s rates are changed.

Changes in fuel-price regulation to reflect updated storage and distribution costs - August 11, 2006

The Board of Commissioners of Public Utilities wishes to remind interested persons and organizations that the final opportunity for public presentations into Newfoundland and Labrador Hydro’s 2003 General Rate Application is scheduled to begin at 9:00 AM on Monday, December 8, 2003 at the Board’s Hearing Room, 120 Torbay Road in the City of St. John’s.

NL Hydro 2003 GRA: Public Participation Days Scheduled - Nov. 14, 2003

The Board of Commissioners of Public Utilities has set the schedule for the hearing of public presentations in Newfoundland and Labrador Hydro’s 2003 General Rate Application. The Public Participation Days will provide an opportunity for members of the public to present their views on Hydro’s application, as well as on the complaint from the Towns of Labrador City and Wabush that the rates proposed for Labrador West are discriminatory.

NL Hydro 2003 GRA: Notice of Rescheduling of Labrador Hearing and Public Participation - Oct. 30, 2003

The Board wishes to advise that the proceedings that were scheduled to commence in Labrador West on Monday, November 3 have been postponed and will be rescheduled to a later date. This postponement is as a result of a request from the Towns of Labrador City and Wabush, who are registered intervenors in Hydro’s General Rate Hearing.

During the public hearing of Hydro’s 2003 General Rate Application, the Board will convene in Labrador West at 9:30 a.m. on Monday, November 3rd, 2003 at the O’Brien Hall in the Town of Labrador City to hear evidence with respect to the complaint.

During the public hearing of Hydro’s 2003 General Rate Application, the Board will convene in Labrador West at 9:30 a.m. on Monday, November 3rd, 2003 to hear evidence with respect to the complaint. The Board will consider the appropriate rate calculation methodology for customers serviced by Newfoundland and Labrador Hydro’s Labrador Interconnected System as well as the assignment of costs, which may result in changes to the current rate structure of the Labrador Interconnected System.

Newfoundland Power Inc: General Rate Review - PUB Release Order P.U. 23 (2003) - July 21, 2003

The Newfoundland and Labrador Board of Commissioners of Public Utilities (the “Board”) today issued Order No. P.U. 23 (2003) directing Newfoundland Power Inc. (“NP”) to decrease electricity rates charged to its customers by an average of 0.15% effective August 1, 2003 and to rebate customers a total of $3,640,000 in revenues previously collected.

NL Hydro 2003 GRA: PUB Press Release of Notice of Hearing - June 6, 2003

The Board has decided that it will hold a public hearing to consider the Application. In advance of the public hearing the Board will convene a pre-hearing conference beginning at 2:00 P.M. on Thursday, July 10, 2003 in the Board’s Hearing Room, Prince Charles Building, 120 Torbay Road, St. John’s. The Notice of Application and Pre-hearing Schedule will be published in newspapers throughout the Province commencing Saturday, June 7, 2003. The Notice provides details of the application, information for interested persons or organizations to participate in the proceeding as well as a pre-hearing schedule of significant dates.

NL Hydro: 2003 GRA Application & Pre-Hearing Schedule - June 6, 2003

TAKE NOTICE that any or all customers of Hydro may be affected by the outcome of the Application. The specific impacts upon customers will vary depending on electricity consumption and rate classification. If the Application is approved as filed, it will result in average rate increases of approximately 14% to Hydro’s Industrial Customers and Newfoundland Power Inc., and approximately 7.5% to residential and commercial customers in the Province, including customers of Newfoundland Power Inc.

Auto Insurance Benchmarks Remain Unchanged For 2003 - January 15, 2003

The Public Utilities Board today announced automobile insurance benchmarks will remain unchanged for 2003. Existing benchmark rates were established in 2001 and the decision to maintain these rates was taken by the Board following consideration of an independent review conducted by the Board’s actuarial consultants of insurance activity in the province, including claims and payouts.
